An independent evaluation investigating the current standard of governance of Invercargill City Council elected representatives is not on today's council agenda as expected.
In August, the department of Internal Affairs requested – among other things – that the ICC appoint an independent evaluator to assess the performance of ICC elected representatives following reports of bad behavior at council meetings in the media.
Richard Thompson was appointed by the ICC as it is independent evaluator and since September, he has been interviewing councillors and staff and observing meetings to report back to council and then DIA.

The report was expected back to council by October 22 but so far, it’s nowhere to be seen.
In a report written to Mr Thompson in September, on how he should conduct his review, Chief Executive Clare Hadley and Independent advisor Bruce Robertson wrote: “Our expectation is that you would present your findings in person to the full Council on Tuesday, 20 October or Thursday 22 October.”
“The report would also be provided to the DIA.”
The agenda for today’s full council meeting was published last week week with no mention of Mr Thompson’s report.
A spokesperson for the ICC said, “the item/meeting when this will be discussed will be advertised in due course.”
